The poke ball can be seen more as an auto-taming or auto-domestication device, but if you want to view it as an enslavement device then I guess that can be your priority --- The name is wackyteen for a reason. Sinnoh Mythology even claims that a Pokemon suggested that they should always be ready to help humans. So it's not so much a slavery thing as it is humans offering Pokemon access to shelter, protection from their natural predators, free food and the option to travel and grow stronger faster than they would be able to in the wild, and in return Pokemon serve as companions and protectors.
