The intersection: The cars across from each other get a "left turn" signal first, at which point pedestrians are supposed to wait. Once each opposite side gets its regular green light and the left turn signal turns into a "left turn on yield", *then* pedestrians are allowed to cross. Let's say... sides 1 and 2 are opposite each other. There's two lanes per side (dedicated left turn, and then forward/right turn lane).

Side 1/2's "left turn on green" light comes on. Car 1 in the Side 1's *right-turn* lane (whose light is still red) turns right, Car 2 in Side 2's left turn lane (who had the right of way because green light) is already in the intersection and proceeds to accelerate following Car 1.

BUT WAIT
A jogger also decided to just run out in the street after Car 1 passed. Car 2 slams on the brakes so as not to hit the jogger.

There is no accident, but hypothetically...

a) If Car 2 hit the jogger, would the car be at fault (the car had the right of way) or would the jogger be at fault (the jogger should have waited for their pedestrian signal)
b) If the car behind Car 2 hit Car 2... well, that car would probably be at fault, but would the jogger have any responsibility in causing the accident?
