Image creator says you can use it for non-commercial purposes as long as you cite the source.
Website I'm uploading it to says "Only include media that you have permission to use and will not violate copyright laws if published." I ... should be free to use it, right? It sounds like the website will only do anything if they receive a complaint, and if you're doing what the content creator asks then he will not make a complaint

You should be fine, but you might have to contest it if a random bot gets you. But somebody who says it's fine if you cite is probably not sending copy strike bots after you.
