apostille stamp on a transcript?

Went to secretary of state office, they say it needs to be notarized. Call the courthouse across the street and they don't do notarizations... Take it to the UPS store they recommended and the lady proceeds to make a black-and-white copy (That clearly says "COPY COPY COPY" all over it...) and notarizes that.

So I think she ripped me off.

But also so how the hell am I supposed to get the original document notarized/certified and then apostilled?
