That's like two cops smoking a cigarette. Weird way to smoke hookah, but it's two minority women and I understand their fear that they fucked up. But, it's not like hookah is intoxicating or anything. Don't see it much worse than munching down a dozen donuts, relatively speaking.

They shouldn't be doing this on duty and they knew it. Hell I remember when my dad was a cop, he wasn't even allowed to smoke cigars in uniform and that's not something you have to hide in the car
