I was just thinking about how GTA San Andreas introduces stealth mechanics really early on and then you only use it in like 2 missions throughout the rest of the game.

I think GTA 5 does the same thing.

What are some games that introduce mechanics early on only to just kinda forget them?

You can disguise yourself as different factions in Greedfall but, outside of sneaking into Naut warehouses 3 or 4 times for missions, I haven't found a use for it.

In Mafia 1, you can get inside of a car as the passenger, despite that you pretty much have to be the one to drive all the time. Pressing the Left Shift key causes Tommy to whistle, but doesn't seem to have an obvious purpose. Neither the instruction manual or the tutorial explain either of these.
