I know a couple like that. Girl was divorced and hated the idea of marriage again so the next guy in her life compromised to be with her in a bf/gf situation.

They cheat on each other tho.

My brother and his gf. It hasnt been constant though. But even when they where apparently not "together" they slept in the same bed. From the outside looking in it seems like she is wishy washy and just doesnt want to feel like she cant up and leave whenever she pleases.

Few, small parts of the US, and even then, it's unlikely to be legally considered. It's an archaic law, like taking a pig over a crosswalk on Wednesday, or something.

If they've been together for a decade then they're doing better than a lot of married couples that get divorced after a couple years!

It's not just paper, there are a lot of useful benefits, most particularly what happens during medical emergencies.

That being said, the social attention from even a basic-ass government application marriage at the office can be something that would put off a marriage. Also, being young enough not to worry about medical emergencies.
