Because Izuna 2 has a random dungeon enemy that looks exactly like him. Considering that Kino is ~~royalty~~ and is familiar with Cronos party through Ayla, you can him kick things off by coming to 1000 AD somehow looking for Lucca, but Gato is the best he can do.
