How the fuck do you get programs to open consistently on a certain monitor and in a certain window size? AFAIK it's supposed to open up however it was when you last closed it, but it seems to vary from program to program and I have no idea how or why. Sometimes I'll move and resize shit over and over again in hopes it "sets" it to the right size and monitor, only to no avail.

Are you using any cleaner programs? For example CCleaner has "Windows Size/Location Cache" option.

Its definitely frustrating, my work mac has an addon that helps but I got nothing on Windows.

It's meant to remember, but you can always use "Windows key UP" to make it fully sized. Or "Windows key left/right" to move it from monitor to monitor.

There used to be a function in Win9X, IIRC, where if you held Control while closing a window, it would forcibly save the size/position of the window? It's been so long, and Internet search sites are cluttered with irrelevant garbage, and ignore quotes and subtractions these days, so finding confirmation has proven near to impossible.

After reinstalling Win10, I've got a new very annoying issue that I've never had before.

Whenever I restart Windows, for some reason it rearranges my desktop icons and I have to move them all back to the places that I want them. I've only barely tried fixing this but should try doing more sometime soon.

Do you have multiple monitors? I've had it sometimes put them on the wrong screen before, but I don't think ever just totally rearranged

I do, and it does both. It rearranges them and also moves one to the second monitor. It never did that before I did the reinstall recently.
