Maybe it can be changed to keep families together, but nothing can be done at the moment seemingly. Do any of these articles say how long most children stay in these places? If it's under a month, then it's really not a big deal at all. If they have been there for months on end without any sign of leaving, then yes, that's a bit overly cruel to the kids.
