Imagine that you're applying for something, and everyone that has the ability to grant you approval has already said yes.

But first you need to get a signature from a third party on a form.
But you can't just bring the form to them.
You need to submit a second form requesting their signature on the first form.
And you can't just take the forms to them, it has to go through a dozen people first, who can all find some reason why the paperwork isn't right and send it down and restart the process.
And you have to include an official document that justifies the requirement of the form itself, but the only such document makes no such mention of any such form.
