Who cares if it's right twice a day? If that's what you're relying on to tell the time, you're SOL unless you're just naturally good at telling the time of day based on sun positions, but even then the clock would most likely just be giving you an approximate time and not the exact time.

Well if there ARE a bunch of people who use it incorrectly, then fair enough. TBQH I haven't seen anyone even use that phrase in a long time, except for the post I just mentioned.

edit: Thinking about it some more I do feel like you are right in that that's how the phrase is supposed to be used ("X is always bad, it just happens to be right this time"), I just feel like people are going for the shallow/surface comparison lately.

Are you saying people are using it in a positive context when it's supposed to be negative context instead?

Like, saying "at least the broken clock is occasionally correct" is wrong while saying "even if the clock is correct this time, it's still unreliable" is right, even though the two statements are similar.
