I think this is more of the Xenoverse localization not having enough info on Jiren (which to be fair we knew nothing about his personality besides being a stoic introvert until earlier this month and a few pages in the manga) He never really talked about justice either. Yeah I've seen where Chris Sabat said that even after asking for additional info, Toei/Bandai-Namco would just not tell them what the deal was with Goku Black while they were doing game dubs so they had to guess what kind of voice he should have and whether he should sound similar to Goku.
