I preferred the older art style in the Batman animated series to the more basic-looking one that became the standard for all the shows. I also like the visuals in Coraline a lot.

But really, X-Men TAS was the first cartoon I remember truly falling in love with as a kid, and it's what inspired me to want to pursue art. The art style was pretty good:

and I actually liked the season 5 art style better for a while, but:

yeah...

I've been rewatching the series this year and I will say that the art (and especially the animation) isn't as good as I remembered it, but I would still place it among my top 5-7.

Dude I have a lot. Do animes count too?

Boku no Hero Academia (granted this is mostly due to the Mangaka), for just the sheer variety of characters it has design-wise. No one looks like they're made from a base and just have a lot of life in them too

I also love Kill la Kill's style of exaggeration and you know... other stuff :3

Prison School's very suggestive imagery is amazing too

For Western TV: My top has to be Last Airbender / Legend of Korra. It's a great mixture of western and anime.

Others are Ed Edd n Eddy, Invader Zim, Samurai Jack and the DC Cartoons: Superman and Batman TAS, Original Teen Titans.

I don't really have anything for movies that really stick out tho :l
