Sega couldn't bring it to America because of a contract with another company for localization in Southeast Asia. However, the Southeast Asia servers are shutting down soon which means Sega of America can localize the game for us.

I'd be down for that. I don't think I'd pay for more than a month though, because I hate games with fees, but I did with the one on Xbox...

Pretty sure PSO 2 is free to play.
I think the reason the original had a fee was because it was the first online console RPG, among other reasons. Now with online RPGs with the same type of system (Monster Hunter, God Eater, Toukiden etc.) being free, Sega didn't go with a subscription fee tactic.
The only online RPGs nowadays with fees would be the open world MMOs like ESO, WOW, or FFXIV.

I don't remember PSO ever having a fee other than the upfront retail cost.

$5 a month is what Sega charged.
Though there are free private servers that you can still play today even on Dreamcast, GCN, and PC if that's what you mean.
