Probably aired on Nickelodeon, but I also watched Disney and CN. Would have aired sometime between 94-2000. What I remember is the main character wants to get something which you can only get by collecting and mailing in a bunch of cereal box tops. For some reason the character thinks he has to eat all the cereal he buys and he gets sick of it soon. I think some other character later points out that he doesn't have to eat the cereal. Just tear off the box tops and send them in.

That's it! Thanks guys. I remember that episode being the one where Gerald got on the radio to tell everyone in the city to turn off their lights. Thanks for putting my mind to rest because it was legit bothering me that I couldn't remember what show that memory was from lol.
