Some will be city districts built on unused land connected to exisiting cities and some will be new cities in their own right. They will be built close to existing rainways to make commuting easier. The construction will span over a few decades and most of them will be built in Mälardalen (the area which include Stockholm).

Sweden is like 70% forest though and then there is a fair amount of mountains and water too.
