Some will be city districts built on unused land connected to exisiting cities and some will be new cities in their own right. They will be built close to existing rainways to make commuting easier. The construction will span over a few decades and most of them will be built in Mälardalen (the area which include Stockholm).

The article says they are taking measures to avoid the mistakes of miljonprogrammen though. The city I live in has gotten two new districts over the past couple years and they are ultra-white >.>

Most is to be built on land not covered by forest. Sweden is like 70% forest though and then there is a fair amount of mountains and water too. Sweden is larger than California landwise but we barely got 10 million people so the amount of land with habitation is a fairly tiny amount.
