never had to do something like this for a job before

the topic is medicaid expansion for a group known as the protect medicaid coalition

30 minutes max, including time for audience questions

very little direction, the two basic ones being 1) discuss the AHCA and what might happen with it on the federal level and 2) how we should advocate to maintain medicaid expansion going forward at a state level

im pretty nervous

the main problem is I have lots of other school work and work-work to do so it kinda sucks that I only have a week to prepare

I've had to present a few times for interviews. It is a little scary, but I'm willing to bet you have some presentation practice from schooling, right?

They likely want to see a few things:

1. How well are you at engaging a room of people
2. Can you create content that flows
3. Creativity

If you REALLY want to wow them, when you finish with the content of the presentation, send it to a PPT expert on a freelancing site, like Upwork, and get someone to jazz it up for about $30.

we had people from the state's health policy center come and present some stuff on medicaid changes that are coming to Arkansas

im gonna keep bumping this topic despite the obvious disinterest

so far my plan is to go over how the ACA changed health insurance in arkansas (sharp decrease in uninsured population, over 300,000 newly eligible enrollees, decreased amounts of uncompensated care). I'll talk about how there are costs to Arkansas, but they are fairly reasonable (a little less than $500 million total for all the years between 2014 - 2020), and the state will save money primarily by reducing their payments to public hospitals and community mental health centers for otherwise uncompensated care (these savings would total approximately 900m over the same time span). In return, we would receive $16 billion for medicaid expansion, which stimulates economic growth -- Arkansas will get about $200m in additional tax revenue due to medicaid expansion, which also helps offset the upfront costs.

because Arkansas is an early adopter state, the AHCA would not remove these newly eligible people from medicaid rolls; but the FMAP would increase to 20% cost-sharing for the state instead of 10%, meaning the costs for expansion would double to about $1b in state revenue. After 2020, the enhanced cost-sharing would end entirely, meaning Arkansas would need to pick up 50% (well, probably really more like 30-40%) of the costs of the expansion population.

In terms of the individual marketplace, the AHCA's change of tax credits from being income based to being fixed but based on age has the effect of reducing assistance to the lowest two quintiles (those makes less than 33k a year) but vastly increasing assistance for the top two quintiles (those making more than 50k a year). It would also remove the cost-sharing limitations/subsidies present in the ACA - currently, the ACA requires insurers to increase the actuarial value of their plans based on income, such that the poor are required to share less of the out of pocket costs of medical care and limiting their deductibles. Removing this regulation will cause insurers to shift costs back to beneficiaries in the form of higher deductibles and out of pocket expenses.

The combination of smaller tax credits and higher costs will cause people to exit the market, especially since the AHCA also removes the individual mandate penalty.
