I've tried restarting the computer, uninstalling and reinstalling Civ 6, and deleting all of my save games. The lag is always there. The only thing that fixes the lag is setting all of the graphics to their lowest option and turning off leader animations. The problem is that I don't like doing this and that I obviously know my computer can handle the stress of higher performances because it did so in the past. There's always the nuclear option of System Restore
