(Along with most FE4 Gen 1 characters) Spot Pass = Free, just pick it up like event pokemon, then find that unit in game... and either kick his/her ass (some, like Sigurd and Alvis are godly hard bosses, though, and unless you're playing casual (in which case, you're terrible), they can kill your units pretty quick) or pay them large amounts of in-game gold to recruit them. You can do that with other player's my units as well, BTW. DLC characters (Listed above) are obtained by beating DLC chapters.
