Bowser doesn't know Mario and Luigi are helping him, through there's a decent chunk of the game where he's stuck in a safe while Mario and Luigi are by themselves.

The only thing I can picture for a game starring Ridley is like... a spreadsheet management game about the Space Pirates. With events like:
