The first section of the 25th Amendment says "In case of the removal of the President from office or of his death or resignation, the Vice President shall become President." Why did that need to be passed in the mid-1960s? Because there was discussion about whether a VP actually becomes President or merely acts and serves as President in those instances (like in recent administrations when a President underwent anesthesia and the powers temporarily shifted to the VP), with some stating you only become President by winning an election. Does Section 2 of the 25th Amendment provide a loophole around the 2 term limit set in the 22nd?
