they look like new characters instead of recycling, but the UI and a lot of other things are indeed recycled, much like how Digital Devil Saga was a standalone game but borrowed heavily from the art and engine.

Persona 5 Royal Persona 4 Golden Persona 3 Fes Catherine Full Body Capcom does the same crap.
