The FTC and state Attorney Generals enforce it. While on paper it would not apply to sites not based in the US, considering the majority of sites and internet infrastructure is based in the US, it's likely foreign sites would block access to US users unless they give their ID. The wording is so broad that Attorney Generals could nail websites for pretty much anything they consider unacceptable for 16 year olds or younger, hence why they'd have to implement harsh age verification to comply.

Really feel like the US government is not equipped to make any laws in regards to technology at this point.

They should be. There's absolutely a need for regulations in regards to online safety and shit like AI and crypto. But every time they try anything it's like a 90 year old luddite wrote the thing.

I run it off my local host/backup 1 is off my a older raid server/backup 2 is split between two external hard drives/backup 3 is on another isolated file storage machine that is not connected to anything, completely offline and has to be manually synced. I'm thinking of adding a 5th layer with the same volume to ensure integrity of it

It seems to tie in to their attempts to ban TikTok. So far, the bill for that got stalled because Democrats couldn't come to a consensus over it.
