I would assume if you do it soon after it starts it wouldn't be much different from glancing past the sun normally. (In either circumstance, you definitely shouldn't focus on the sun at all.)

If you've been in a darkened environment for a while though, your eyes will have dilated, potentially making the exposure more dangerous because they're taking in more light. It can also help fool people into thinking it's safer to look at because the brightness of the sun won't seem as apparent, even though it still is.

Yes. Keep in mind that it's only a few seconds long.

Don't point cameras at the sun either unless you've got a solar photography lens

Totality is fine, but be aware of how much time you might have there, it is but a fraction of the total eclipse time.

During partial, you're unlikely to be able to discern it with the naked eye since there's still a huge amount of light coming from it.

Yes. The differences are this:
  1. It's going to be darker so your pupils will be more dilated.
  2. The visible light isn't harmful, it's the UV radiation which you can't see and will burn the back of your retinas without you even realizing it's happening.
Eclipses give people some false pretenses that it's ok to look at the sun because "it's only a tiny sliver in the sky" but that sliver is still more than enough to blind you.

Its a probability thing, longer you look the worse your eyes. Theres probably a lot of people selling glasses
