Because it's free, it still requires work to bring to the table and refill, and doesn't add to bill which usually doesn't add to their tip. Waiters also prefer when customers order booze and get refills, as refills cost as much as the original drink. The table next to us got alcohol. We noticed the waitress gave them considerably more attention than we did to the point to where we were ignored when asking for refills. Some people don't tip by percentage. I tip by service. Great service is at least a 20 in a diner from me.
