Yes, I avidly follow baseball so it comes up somewhat regularly.

Basically, being below the Mendoza line is when a player's elite defense no longer makes up for their bad batting, and generally can be used to describe people that are one-dimensionally quite good at a specific task but shitty where it really matters.
