Depends on the type of company and type of refund I suppose, but sounds like it's probably a case of having to go through some process of getting approvals with documentation being passed around and then ultimately getting processed by some random employee who has a ton of other work to do, too.

They say 10, but the longest I've had to wait for a refund was a day or 2.

If you pay cash, you're refunded immediately with cash. If you pay with credit, the store doesn't get your money immediately. It takes a few days. A refund takes the same few days.
