I mean, they all function as antagonists to Cloud, at minimum. Reeve is arguable given *spoilers* but still
President Shinra doesn't. He opposes Avalanche, but as an antagonist he largely just sends Air Buster at most and doesn't actively oppose them at all. Even the sector plate bit was far less directed at the group and more to just make him a villain. Rufus doesn't. He shows up for a single fight then GTFO's, hardly active in the slightest. Heidegger doesn't even oppose you at all. He just shows up for a couple of cutscenes at the very beginning to show that he exists and then a single boss fight towards the end (that was entirely reactionary, hardly because they actually were oppose the party in any active sense). Scarlett was the same, but with the slapping bit. Reeve isn't an antagonist full stop due to the spoilers bit. JENOVA is also not an antagonist due to another spoilers bit (It was Seph the whole time).
