in my experience with games, there's always something that needs a major nerf. after that, feel free to address what needs to be buffed, and then you can even see if what you originally nerfed needs attention. i'd rather make sure nothing is the obvious choice that completely breaks the game. ritualist in remnant 2 is an example of this. all the buffs in the world for other classes won't bring ritualist back down to a reasonable level

The poll options don't really mean anything without context. It depends on the specific stuff that needs to be buffed or nerfed.

First rule of thumb: Never trust the fans in aspects of game balance. They haven't a fucking clue.

If you're going to nerf, I say nerf on the side of caution and make a minor adjustment. Depending on the game, an item might be the most used not because it is 'broken or OP' but because some other aspect of the game needs adjusting to make other items comparable in use.

The worst case would be a developer nerfing everything until it is all boring and not worth using.

Of course in the case of direct PVP that gets flipped on its head because people will exploit anything and everything.
