I looked more into it, and I found this video about the trick and it actually does seem to work:

I've done it myself. That's why you shouldn't say you're "pretty sure" about it, when you're not sure at all. :p

I know, that's why I'm surprised that this one apparently works. There must be some kind of difference in the code between "based on the amount of time passed" (like the honey trees in D/P/Pt) and "based on the number of days passed" (like the Johto Safari Zone) that makes this one possible. By changing the time (but not the day) from 00:01 to 23:59 and then letting the game technically roll over to the next day naturally, I guess that tricks the system into not applying the lock.

I tried the skip trick. It didn't work.
However I've been moving back and forth all over the place trying to catch different things. If there was a lock, it was probably already active.
I'm gonna go for other Pokemon in the meantime and when it's viable again, I'll try the trick on one of the 10 day wait Pokemon.

The one important thing about the Safari date skip. You need to wait until 00:01 before saving each time. Just doing 00:00 won't work.

I did that. I made sure it was efficient. I set it to 23:59, made sure to get into the game as fast as possible, cycled in and out of Goldenrod a few times in case I needed to trick the game into thinking I was actually playing. Only turned it off after it reached 01.
Should probably just watch one of those National Dex speedruns and follow it exactly.

It's very possible. I would wait 2 days without doing any clock changing and see if it works then, so that way you know for sure there's no lock active.

Bit late for that. I already started testing with the 10 day wait for Seviper.
On HG I just caught a Sandshrew for Baoba and am trying to get him to call and tell me about placing objects. Already have the National Dex so I'm not sure what I could do to speed it up.

I catch every Pokmon as a way to 100% the game just for own gratification, even if every single Pokmon isn't in there. For Arceus I got every Pokmon to research level 10 or whatever it was to be considered complete.

This was on a DS Lite.
10 days and no sign of Seviper in the Marshland. Something must be preventing it from working.

If I can get Baoba to call me on HG I'll at least have 2 games to work with. I'm really not sure what would prompt him to though. Maybe he's a real time wait too.

It's very doable to complete the Pokedex in the newer games, but YMMV on if that's considered "rewarding" to you as a player because, for the most part, the actual reward(s) usually aren't.

The lone exception might be Legends Arceus because it's a requirement to actually battle and catch Arceus itself.This is probably the easiest game to catch everything in too, possibly because of that, and without ever needing to go online too. No version exclusives, rarer Pokemon show up in these random warp events, and evolutionary items have been added to replace trade evolution requirements. That said, catching all the Pokemon here doesn't technically count as completing the dex as now there are research levels for every creature: these consist of using certain moves, battling with that Pokemon a certain amount of times, catching that Pokemon a certain amount of times, and so on.

For mainline titles, starting with SM, they neutered the dex so that it only consists of Pokemon in those games/regions, making it a lot easier to complete. You still have to jump through all the usual hoops to do it, just not as much, but generally you're able to complete like 80% of the dex without needing online/trading. Also, if you're willing to do a little research and don't care about legality, the Switch games have tons of Pokemon generators out there.

HG is probably the last game I really put my nose to the grindstone to complete, kind of like what you're experiencing now.

Did some rummaging, turns out the guy mentioned in that video, Crrool, has a video with >1k views where he shows the trick off and talks about it. He appears to deliberately get the message for changing the date and then use the 23:59 trick to skip the penalty too. This confuses me. What I'm doing should be working.

My latest idea is that when I turn the game on and let the time roll over, I'm going to play the game instead of just idling in Goldenrod. Might as well do some levelling.

As for HG, I'm not sure how to get the last upgrade to the Safari Zone, I've traded 99% of worthwhile Pokemon over and am considering restarting since it might end up being faster.

A theory.
This an old save file. It's from 2010. The bottom left area of the Safari Zone actually had items in it from over a decade ago. Is it possible that somehow this one having thousands of days to develop has somehow messed with the other ones I'm now trying to create?

Tried shuffling things around, swapped out every area. Idea was to reset the whole Safari Zone and hope that might jumpstart it. Still no Seviper after 10 days.
Found out the new parts are every 3 hours of play time on HG though so it's literally turned into an idle game.

Really I should be using the time spent waiting to catch and level things but I really want this to work.

I gave it a try on HG after completing the last Safari Zone task and getting enough of the objects. No Seviper after 10 days. Shrug.

I could have spent this time cycling up and down Goldenrod while balancing a tray of eggs, the highly irresponsible day care man's only comment being "Want another one?"

A lot of the remaining ones will probably come from Platinum. I'm missing things that would be so easy in that game like Bidoof and Buizel.

There's a big gap toward the end of the gen 3 part of the dex. Shuppet, Banette, Chimeco, maybe Kecleon and I'm drawing a blank on the others.

Time to start sending things holding evo stones over from Leaf Green.

My Nidoqueen has 4 HMs. I have to spend a TM on making it transferable. I've got a TM for Frustration which would make the most sense.

The more I think about it, this move remover guy seems potentially very dangerous. Maybe in a future game the evil team could recruit him.

I looked this up and I've never even heard about this Shiny Leaf sidequest. Tried running around in some grass with a max repel on just now and found one though so I'll keep at it.

Another one is 100 straight wins in the Battle Tower, which sounds miserable. I heard you can do stuff like tricking a choice item onto the opponent then setting up but the luck items and evasion move usage still make it too unfun.

Got Chatot. I feel confident giving Chatot an award for being the most forgettable Pokemon in the first 4 gens now.

Last stretch.
I think I need to restart Heartgold. I need the Charmander line, Totodile line and the Torchic line and they're all in there.
And then Solrock (But we went over that and it's probably not happening for a month.)
And then Rayquaza (Who I might as well consider my greatest enemy after a shiny Rayquaza tanked over 100 Pokeballs and then fainted itself with Struggle last year.)

I guess I should try the Battle Tower with one of the recommended teams so I can really say I gave it a fair try. Or to pass time waiting for Solrock.

I think I'll go the Tyranitar + Garchomp + a bulky water route. It'll be like Gen 4 OU's last stand.
