Its definitely my favorite soundtrack which is one of the main reasons why it remains my favorite GTA even though from a technical aspect GTA V blows it away. There are multiple radio stations in the game where every single song is great and I wont change the channel. I really hope the new GTA has a classic VC station and they relicense a chunk of those tracks and I hope Fernando is on the radio again as I highly enjoy him.
With that being said as someone who loves 50s and 60s as much as I do have to tip my cap to the Mafia series. Mafia II has an amazing 50s soundtrack and Mafia III has an excellent 60s soundtrack. The Mafia games all have great soundtracks. The first one introduced me to lots of music of that time plus Django Reinhardt, who has been one of my favorite artists since. Just like how Vice City introduced me to so much 80s music. 2 and 3 also have fantastic soundtracks. 3's is the best.

But I agree, whoever is in charge of picking their songs does an amazing job at it.
