Assuming Classic, probably Spider-man. Though the various timestop abilities make it a bit fucky.

But even then it's not much time to act for Mega Man... From what I recall he can't really do anything offensive during time stop. Edit: Flash stopper I suppose is different, as he can still use the buster during that freeze, but if the wiki is right it only impacts robots. --- Last night I was lying in bed, staring at the stars, and I wondered...
