The population skews older because it has one of the lowest fertility rates in the world, the excess deaths from both COVID and the war have driven death rates waaaay above birth rates, and the people being drafted and killed in the war are coming from demographic groups that are already hurting. Their actual goal seems to be to make Moscow citizens who have been relatively insulated from the war more keenly aware of the fact that it could happen to them too to put pressure on the kremlin. One or two drones every couple of weeks serves that purpose using the least number of resources possible. However, those new high-speed sea drones that they just released can and should be used in force.
