He doesn't just have to get robots from Dr Light either. Destroy robot towns and loot, then get paid to rebuild it all. In MM4, Dr. Cossack probably had to foot the bills. In MM6, the robots were made by a bunch of people and he just stole them. Although he did have to pay for the tournament promotion and his ~$5 disguise I guess. In MM9 he fools the dumbass general populace to donate to him to stop Dr. Light's robots. And he probably pocketed the money seeing as he just used Light's robots that game anyway. In MM10 he just had to make a virus and let the robot masters go crazy on their own. And in MM11 he also just stole some robots that happened to be visiting Dr. Light's lab that day.
