To be clear, the legislation proposed would prevent/reverse statewide bans on trans athletes competing on the team of their choice. Instead, it requires schools that want to limit trans athletes to one team or the other to justify this with an objective like competitive integrity. This means you can't ban trans women from playing on the girls' team in a league that places everyone on a team and has them play regardless of skill level, for example, but a school could enact such a ban for a team that plays in a competitive league, under the grounds that increased testosterone levels would be an unfair advantage. (But then that same argument would not fly for making a trans man play with girls.)

With no legislation passed here, existing laws in red states would just force trans students to play with people of their birth sex regardless of other factors.
