His powers are similar to Billy's, but Black Adam has been shown to be far more ruthlessly cunning in using them as an adult dictator. Plenty of comic fans have been begging for a Superman vs Black Adam showdown on the big screen for years. He teamed up with Billy in the comics in more than one occasion to face off against Black Adam (Billy handicapped by childlike inexperience, Supes having a vulnerability to magic, and Black Adam being a powerhouse having neither of those issues). They're entertaining showdowns and IMO the Rock could have brought that imposing presence on screen.
