That doesn't make it "good" (As Doe said), and every pokemon isn't made the same. Besides stuff like natures and IVs, even Pokemon with similar BSTs can have different types and movesets which changes match ups. Having objectively worse pokemon instead hurts variety for serious, competitive play.

If you lean into the idea that not all Pokemon can created equal then it wxplains both sides of the spectrum. It's the same as with characters in other series' like Dan in SF.

No it doesn't. It only hurts the feelongs of the people who get attached to the bad Pokemon. From a competitive standpoint the Pokemon wouldn't exist regardless of being purposely bad or not good enough. And if they were good enough (pretend a different design desire) then another Pokemon would be worse by comparison. It is childish to believe that you can have perfect balance, thus there will always be winners and losers.
