What exactly (other than the law) is preventing people sharing a job/industry from coming together and collectively bargaining without a union? Is it just the protections of the union that are already codified into law? If those protections aren't being adhered to, why even bother? Why not simply collude on a nationwide scale regardless? There's no feasible way there's enough enforcement to prevent it.

From an ideological perspective, Collective bargaining shouldn't require a level of bureaucracy to take place in times of emergency. Conservatives want to get rid of unions, fine. Codify and protect collective bargaining among those sharing industries and allow for it to occur without official union organization.
