My guess is those she hulk scenes took place before hulk snaps in endgame. Sometime after endgame banner reverted to human form. At some point regular hulk will return. It's why basically every hero has super-strength as a power it feels like nowadays. It also devalues Hulk slightly as he is routinely getting out-strengthed. He never got his own solo stories to play around in so they've had to fill in the gaps as they went with the bigger movies. And for some reason people can't put the pieces together unless they're shown explicitly what's happening.
