The "God Eater" series of games lets you "Program the bullets".

What you mean hitscan with mismatched enemy animations?
Payday 2 has some heinous shit like that where enemies doing the climb through window animation can shoot you despite not even aiming at you.
On the high difficulty there's no damage fall off either so it's extra diabolical, he can be sliding under something half the map away and still hit you for point blank damage.

GTA:San Andreas Def. Ed. has this it seems. Gang fights are almost impossible to win. 4 or 5 guys all hitting you with every shot no matter where they are standing.
