I have more faith in the ability of a 2022 air force able to deliver munitions onto the nape of a wall titan than a shitty old timey battleship taking pot shots from the front of the advancing wave. Literally a major plot point was that military tech was starting to catch up with Titan shifters. They had artillery that was capable of killing the Armored Titan. The whole reason Marley wanted the founding Titan was to plunder the natural resources of Paradise(especially fossil fuels) to power up the rest of the their military as relying primarily on Titans would soon be rendered insufficent by advances in technology. Especially given the rest of the world wouldn't do nothing. Probably most the nuclear powers would bombard Eldia so hard that the very island itself would be atomized or crumble into the sea.
