They do, but "$1000" is 100% a number you just made up because you liked the sound of it and felt it helped make your point, not one that has any basis in real data. They absolutely do exaggerate lost revenue, but you understated it, which is no better.

But can you prove that the seller knew that before selling them? It isn't his responsibility to check the social media accts of his customers to see what they MAY or MAY NOT do with their purchases.

Homebrew exists, but so does piracy. Presumably, he did not expect every one of the consoles sold to be used for piracy, because homebrew exists, but he'd have to be idiotically naive to believe that none of them were. A judge would have to be similarly naive to believe any such claims from him.

On the scale we're talking, saying it was only $1000 lost is basically the same as saying that no sales were lost, and that's very obviously not true. $1000 would be 17 $60 game sales, which could easily be lost by a single customer deciding that they'd rather pirate than pay for their games.

The exact figure will probably never be determined, since it's a very complex, nuanced question that nobody's really interested in researching (not that you even really can research it, since you'd be relying exclusively on self-reports and people tend to lie about this, even if they don't realize they are), but I'm very comfortable saying that the real figure is quite a bit higher than $1000 even without having more concrete figures. Similarly, I'm very comfortable saying that it's lower than $65 million.
