What are they?

Maybe just me, but I quite enjoyed some of the less claustrophobic water areas in the Tomb Raider series.

There's that area in Red Faction where you pilot a sub for a while.
The underwater mission in Gears of War 3 was pretty cool as a rail shooter.

Technically most of Bioshock is an underwater level.

I always liked the sub level in Star Fox 64.

Subnautica

Crash Bandicoot: Warped had decent underwater levels, or at least that's how I remember them.

Same with the underwater sections of Spyro 2 and 3, though neither of them had levels that were 100% underwater.

When you get the sub in Super Mario Land

Sekiro is the best I've seen from recent years for subaquatic levels.

Banjo-Tooie - Jolly Roger's Lagoon.

The underwater zone in WoW was actually a pretty amazing zone that everyone hated for the single reason that it was an underwater zone. Even though with the mechanics at play it was more like a zero gravity zone than underwater.

Love in the Time of Lexapro

It's more of an island/beach level then a water level, but I always liked Treasure Trove Cove in Banjo-Kazooie.

Any water level where you don't have to worry about air

SMB the minus level. Best underwater level ever because it didn't end!

gex: enter the gecko only had swimming in an n64-exclusive level, which... wasn't too bad? the atmosphere was kinda interesting and it was fun enough to explore
gex 3: deep cover gecko had a bonus stage that was entirely underwater, which could have been fine if not for the godforsaken obnoxious clock that's loudly ticking down the entire time

I think the novelty of using something besides the arwing helped a lot. I liked the Landover missions too

Some that come to mind are the underwater sections in Ori and the Blind Forest, as well as the brief underwater area in It Takes Two. I feel like some of the underwater levels in Mario 1 and 3 go unappreciated.
