Its from parents who dont know how to anticipate things. Babies get uncomfortable from not being able to pop their ears. Best thing is to not over feed them before and then feed them when you are getting to the point where ears pop.

Heck my kids still suck at popping their ears so I bring candy to suck on and water to drink to help them pop their ears.

they usually take them outside when it's not raining or the lobby. there's options to not annoy others in buildings.

Yes there is. I used to work in an airport and we had a whole supply of poorly fed babies in a storage room that we handed out if a flight didn't have one already on the passenger list.

Maybe this is more common on domestic but I've flown a good amount and this is pretty rare imo. The ones that do don't do it the entire time, and I always have earplugs.
