If you count ROB/Snake, it's one of them (probably ROB).

As others have said, in terms of classic heavy, Bowser. Otherwise, ROB gets the best results by a mile.

Probably Bowser (or ROB/Snake depending on what your cutoff point is). I havent kept up with the past 7 months or so though so IDK who has all been nerfed or buffed in that time if there have been any changes.
