It'd have been cool if every once in a while piccolo and vegeta were given a chance to shine. Send goku to train with whateverwhoever in the chamber of time or whatever so he is not around and then vegeta saves the day in one arc, or maybe even piccolo after fusing with new-namek-character and temporarily becoming the most powerful character for like, 3 episodes until goku and vegeta surpass him again.

He beat Toppo, which I'd consider important since him and Goku were the only ones capable of beating him on Universe 7's team. Probably the most notable character he's beaten without assistance.

But yeah other than that he's usually a jobber.

No amount of training would ever make Roshi near what he was. He establishes himself he hit the limit of his potential in Dragonball.

He's gotten wiser over the years. He also went through intense training with Puar.

No, jobber's don't get the second most screen time in the show. Jobbers are dudes who hang around the roster who's only purpose is to get into the ring and lose. Perhaps if the only way you can conceptualize media like this is a win record then you could make a really poor argument, but clearly Vegeta's narrative role fulfills WAY more than a jobber's burden--Goku's rival, Goku's training partner, a foil to Goku's personality, plus a dynamic character arc where he went from a geneocidal maniac under the employ of a space tyrant to a caring father, husband, and protector of the planet he originally appeared to destroy.

The dudes that lost to Hulk Hogan weren't jobbers just because they almost always lost to him. They played an important role in the storylines that were being told.

The closest to a jobber is probably Yamcha. The audience isn't intended to invest in him, and he's an easy character for any minion or mook to beat up to prove a point. Tien is the next closest. Krillin tends to lose a lot but he is more important to the story than just proving the power of the bad guys.

No, they don't. That would be insanity. You slot your stars into the major storylines, you give your stars lots of promos, and you give your stars long matches near the top of the card.

A jobber can be gainfully employed for a long time. They can wrestle a lot of matches. But there's a difference between wrestling 200 matches that are 6 minutes long in the dark matches and bottom undercard and wrestling 300 matches that are building towards Pay-Per-View cards and main evenets.
