It's a terrible plotline that has aged badly. Barclay is redeemable and sympathetic because his proclivities are portrayed as faults. They didn't forget about him. That was at the very end of season 7, so he only missed the last few episodes of the series and we see him at Riker and Troi's wedding in Nemesis.
