Recently though a semi planned light rail project was passed in the city (which I think in large part came thanks to the new voters moving to Austin). Half of its funding is being secured through a local property tax hike (convenient because property values are skyrocketing here) and they're hoping to secure the other half from the federal government. In Vancouver it regularly gets to $1.50/l and that's when the dollar is much weaker too, which oddly enough works out to USD$4.25/gal when dollars are 4:3 as they had been the past year.
