If I wanted to track people, I wouldn't put a tiny microchip in a vaccine, I'd put them in Atm cards and credit cards and cars. Could see where you're driving, see what you're buying online and in person. A chip in the blood stream wouldn't really give much info.

They technically can but the microchips use outdated 2G technology, so if youre in a tunnel or anywhere in Maryland they have no idea where you went.

They do have a microchip and it improves your wifi signal so I've been happy with the chip mostly. But if you need to lay low for a bit theres a hat you can make out of aluminum foil that let's you stay off the radar.

Once I wore mine the signal must have been messed up because all the robots that track me everywhere started to look at me funny. I think they were wondering why they could no longer read my brain.
